On Thursday, a group of local hemp advocates celebrated a $867 billion farm bill authorized by President Donald Trump.

The 2018 Farm Bill, a sweeping piece of legislation, bolstered farmers with the passage of The Hemp Farming Act of 2018, bipartisan legislation delisting hemp as a controlled substance and allowing for the continued growth of North Carolina’s hemp farming industry.

"The biggest takeaway is that hemp is now classified as an agricultural commodity," said Blake Butler, Executive Director of the North Carolina Industrial Hemp Association.

Butler, who was among those celebrating after many wondered if a looming government shutdown might impact the bill's signing, has held up hemp as one of the most promising cash crops to replace tobacco in North Carolina.

Hemp as economic stimulus

For decades hemp, a cousin of marijuana containing negligible amounts of the psychoactive chemical THC, has been been regulated by the DEA.

Now, its oversight and jurisdiction will shift to the USDA.

Butler thinks hemp has the potential to stimulate the textile, farming and retail sectors, especially given the rising stock of the hemp-derived CBD, a compound some advocates say can soothe everything from anxiety to indigestion.

Classifying hemp as an agricultural
commodity helps legally distance it from its psychoactive relative, and it also means farmers can now work more easily with banks and potentially get loans for hemp production.

Arguably more important is the fact that hemp farmers can now apply for federal crop insurance, eliminating a huge risk that once came with growing it.

"We've had some farmers that got hurt during hurricanes Florence and Michael," Butler explained.

Hemp grows well locally

With Americans importing about $600 million worth of hemp annually from places like China and Canada, it makes sense to grow hemp locally, where it seems to thrive.

"If we really want to get professional and serious, and start taking away the hemp market from China, our folks need to go in with a security blanket, and this is going to make a big difference," Butler said.

Butler said this spells the start of a "new empowerment" for the American farmer. "One we haven't seen in a long time."


"A lot of our former tobacco farmers have been waiting on new sustainable opportunities, and many are now feeling encouraged."

Butler said the process of growing hemp, particularly for CBD, is similar to that of tobacco. "I think growing hemp is in the North Carolina farmer's DNA."

Purdue: Farm Bill a "Christmas present"

In a statement, U.S. Secretary of Agriculture Sonny Perdue also praised the 2018 Farm Bill.

“This is a great day for our farmers, ranchers, foresters and producers, as President Trump’s signature on this bill is a Christmas present to American agriculture," he said.

    The signing of a new farm bill by President Trump on Thursday delivers just what farmers and ranchers were wishing for this Christmas season.

    Farm groups were quick to register their appreciation and relief in press statements thanking Trump, his administration and Congress for securing a bill before the clock ran out on 2018.

    The American Farm Bureau Federation said enactment means risk-management tools, foreign market development and environmental stewardship programs continue to be available — and on terms that reflect a much tougher economy than when the last farm bill became law.

    “The farm bill helps to ensure the food security and economic security of our nation. Directly or indirectly, it benefits everyone in towns large and small,” Zippy Duvall, AFBF president, said.

    National Farmers Union said the leaders and staff of House and Senate agriculture committees delivered on much-needed improvements to the previous farm bill and continued support for programs that aid family farm sustainability and emerging markets.

    “Farmers Union members are relieved to have the support of the farm bill heading into an uncertain future for American agriculture,” Roger Johnson, NFU president, said.

    “We’re entering a sixth year of devastatingly low farm prices, leading to substantial financial stress for farm families and forcing many out of business,” he said.

    USDA Secretary Sonny Perdue said Trump’s signature is a Christmas present to American agriculture.

    “Farmers take financial risks every year as a matter of doing business, so having a farm bill in place gives them peace of mind to make their decisions for the future,” he said.

    The National Association of Wheat Growers said the signing marked a historic event for all of U.S. agriculture.

    “The 2018 Farm Bill provides farmers with the certainty and stability they need to continue producing a safe and nutritious food supply while using fewer resources and maintaining healthy soil for crops,” Jimmie Musick, NAWG president, said.

    National Corn Growers Association said farmers will be able to look forward to a new year with the certainty of a new farm bill.

    We tried getting Obama to legalizing it but no he went and legalized gay marriage. Many a pot heads will be voting for him now.

    13% of the US population smokes weed and take hemp products and oil either for recreational use or health use. Thats 40 million people of 300 million americans. 40 million people now have a different and favorable view of Trump with this passing law he did. Now add that to the 62 million who voted for him thats 66 million potential Trump voter in 2020.
