Is This an Off Handed Republican Argument in Favor of Abortion?

Representative Andy Harris (R-MD), in a hearing examining the head of the CDC, made an interesting argument in favor of abandoning any effort to control the pandemic in favor of opening the economy nationwide, regardless of the consequences in human lives.

In effect, arguing that there is always risk in life, he posited that the best way to avoid dying from COVID-19 was to avoid being born at all. If all of those 70,000 plus who had died from this virus had just avoided being born, we would be a lot better off.

(I may be paraphrasing his argument, but he started it.)
