The Governor of South Dakota May Need a History Refresher Course

In order to protect its tribal members from the devastating effects of COVID-19 on indigenous populations, the Cheyenne River Sioux Tribe established checkpoints on all highways which enter or cross the Cheyenne River Sioux Tribe Reservation. This apparently upset the Governor of South Dakota, who apparently believes that the health of the Cheyenne River Sioux Tribe members is less important to the people of South Dakota than the freedom of the non-indigenous people of South Dakota to travel wherever they damned want, whenever they want.

So Governor Noem (R-SD) ordered the Cheyenne River Sioux Tribe to take down the damned checkpoints, post haste. The response was fairly predictable. Apparently the Cheyenne River Sioux Tribe remembered something in their history, which makes tribal reservations in the United States separate "nations". Either that, or the Tribal leadership didn't take kindly to Governor Noem's tone. Either way, the Tribal leadership responded firmly to Governor Noem's order. The Tribal chief said "I regretfully decline your request."

How this will work out is currently unknown. But as far as I know the Sioux won when General Custer showed up, and nobody should assume they are weak or less than determined.

It might have been better if the Governor had met with the Tribal leadership before ordering them around.
