FSM's UPDATED INFRASTRUCTURE DEVELOPMENT PLAN

Does anyone know if our President already submitted the updated IDP to JEMCO?

NINETEENTH CONGRESS OF THE FEDERATED STATES OF MICRONESIA
SECOND REGULAR SESSION, 2015 C.R. NO. 19-136
A RESOLUTION

Approving the Updated Infrastructure Development Plan FY 2016-FY 2025 and authorizing the President of the Federated States of Micronesia to submit the Updated Infrastructure Development Plan FY 2016-FY 2025 to the Joint Economic Management Committee.

WHEREAS, the Amended Compact of Free Association requires the Federated States of Micronesia to submit an Infrastructure Development Plan (the “IDP”) to the Untied States Government; and

WHEREAS in 2004 the FSM Congress adopted a resolution which approved the IDP 2004-2023 and transmitted it to JEMCO, the Committee which oversees the management and accountability with regard to assistance provided under the Amended Compact; and

WHEREAS in March 2012 JEMCO adopted a resolution (Resolution MT 2012-7) which required the FSM to develop a professionally prepared update of the FSM’s Infrastructure Development Plan inorder for JEMCO to resume allocation of Public Sector Infrastructure assistance; and

WHEREAS the updated Infrastructure Development Plan FY 2016- FY 2025 (“IDP 2016-2025”) was prepared by the FSM National Government in consultation with the States of Chuuk, Kosrae Pohnpei and Yap; now, therefore,

BE IT RESOLVED by the Nineteenth Congress of the Federated States of Micronesia, Second Regular Session, 2015, that Congress hereby approves the FSM Updated IDP FY 2016-FY 2025; and

BE IT FURTHER RESOLVED that the President of the Federated States of Micronesia is hereby authorized to submit the FSM IDP FY 2016-FY 2025 to JEMCO; and

BE IT FURTHER RESOLVED that certified copies of this resolution be transmitted to the President of the Federated States of Micronesia, and the Governor of each State of the Nation.

  • AC...the IDP was transmitted in early October to the USG. JEMCO is in the process of reviewing resolution language acknowledging receipt of the IDP and allocating funding to support its implementation.

  • If the state legislatures did not endorse the state plans, are they really state plans, or the executive branch plans?
  • oh give me a break? too elementary? smell the reality now, each state should have their IPIC submit to their legislatures so that we don't have these types of hurdles mentioned by TIT
  • FYI, there is a FSM National IPIC committee whose members include the Chairmen of each of the 4 States' IPIC committees, & the Secretary of TC & I as Sectretariat.

    The original Presidential Order No. 30, establishes for the Federated States of Micronesia an Infrastructure Planning and Implementation Committee(FSM-IPIC).

    The FSM-IPIC is expected to coordinate and facilitate the implementation of all projects collectively identified in the National Infrastructure Development Plan (IDP).

    A Plan that was developed to facilitate the effective utilization of infrastructure sector grants as conditioned in the Amended Compact of Free Association.

    With each State's created IPIC, the FSM-IPIC would overall- coordinate efforts of implementing the IDP.

    Presidential Order No.30 has designated the seven-member FSM-IPIC to be comprised of:

    1) Secretary, FSM Department of Transportation, Communications & Infrastructure or designee;

    2) Secretary, FSM Department of Economic Affairs or designee;

    3) Director, Office of Compact Management or designee;

    4) Chairperson, Chuuk State IPIC;
    5) Chairperson, Kosrae State IPIC;
    6) Chairperson, Pohnpei State IPIC;
    7) Chairperson, Yap State IPIC.

    The FSM Department of TC&I is to serve as the Secretariat of the newly created FSM-IPIC.

  • Many people are hoping that grounds will be broken and construction starts in earnest on the many projects waiting to be built. It will stimulate the economy by putting people to work and buying materials and supply from local vendors.
